Early Life and Military Career

Mustafa Naili Pasha was born in Istanbul in 1833. He was the son of a high-ranking Ottoman official and received a privileged education. At a young age, he showed a keen interest in mathematics and engineering.

In 1848, Naili Pasha joined the Ottoman military academy. He excelled in his studies and quickly rose through the ranks. He served in the Crimean War (1853-1856) and the Balkan Wars (1877-1878). His bravery and strategic acumen earned him the respect of his fellow soldiers and superiors.

Surveying and Cartography

After the wars, Naili Pasha turned his attention to surveying and cartography. He recognized the importance of accurate maps for military planning and economic development. He studied the latest surveying techniques and acquired state-of-the-art equipment.

In 1861, Naili Pasha was appointed Chief of the Ottoman Cartographic Bureau. He oversaw the production of detailed maps of the Ottoman Empire, including Istanbul, the Balkans, and Anatolia. These maps were essential for the modernization of the Ottoman infrastructure and the development of the country's natural resources.

Pashahood and Administrative Reforms

In recognition of his contributions to the Ottoman Empire, Naili Pasha was elevated to the rank of pasha in 1876. He was appointed Governor of Istanbul and later served as Minister of Public Works. As an administrator, he implemented a series of reforms to improve the city's infrastructure, sanitation, and transportation.

Later Career and Legacy

Naili Pasha retired from military and administrative service in 1890. He returned to his passion for surveying and cartography and published several important works on the subject. He also established the Ottoman Society of Surveying and Cartography, which played a significant role in the development of the profession in the Ottoman Empire.

Mustafa Naili Pasha died in Istanbul in 1901. He left behind a legacy of achievement as a soldier, surveyor, and pasha. His contributions to the modernization of the Ottoman Empire were immense, and his work continues to inspire and influence cartographers and surveyors to this day.
